Windows 2003 Terminal Server USER

I have installed a new W2k3 network with Terminal Server and use TS User and I have assigned a couple of users to the Remote Users and yet I still do not see any of the users taking a TS user license. Their machine is has a temporary license but the username doesn’t. Can someone tell me what to look for to fix this? Thanks.
