Windows 95c will not shut down

I have installed windows 95c on 4 diffrent computers. A PII 450, 2 P133’s and a p75. on all of these computers when you go to shut down the system it either does not shut down. or takes a long long long time. I went to microsoft and did not getalot of help except that I have tried everything except reinstall the system. If i close down everything that is running and everything in the task menu that does not help any. IT still takes a while to shut down.
