Windows 98 won’t shutdown

Computer hangs at the shutdown screen.
Here is what I’ve done so far:
-Checked video card and driver
-Checked sound card and driver
-Removed Windows Exit sound.
-Turned off APM
-Disabled Fast Shutdown
-Disabled Norton AV
What else canI do?
