Windows desktop won’t refresh!!

I have a PC at work that has Windows 98 2nd Edition. Whenever I unzip files to the desktop or any folder that is currently open, the file system will not refresh by itself. I have to hit F5 to refresh the file system and see the files. If that doesn’t work I have to either open File Explorer, close it and then hit F5 or I have to goto the display properties and press OK there then hit F5 on the desktop to view the newly placed files. I have been looking forever to solve this problem, but nobody has a clue. Please help….by the way, reinstalling Windows does not help either….the problem appears right after a fresh installation of Windows
