Windows file maintenance

How do I access my file maintenance area where you can physically change the actual size, type and structure of any given file? This area use to have a control code section that ranged from 650 thru 750 to open the file and then close and protect your settings when you were done.
Also, what is the best way to access dos 7 without Microsoft intervention?
