windows installer

When i try to install/uninstall programs that use windows installer i keep getting the following message:- “This installationpackage could not be opened. Verify that the package exists and that you can access it. Or contact the appliction vendor to verify that it is a valid windows installer package” I’ve tried the suggestions on the microsoft site with no luck!
