Windows Installer Service

When I attempt to install software that requires windows installer I get the following message:

Product: TIPCI — Error 1719.The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed…..

I have tried re-registering the service, uninstalling windows installer and re-installing. Nothing seems to help.

Does anyone have some new ideas?
