Windows Installer – What! Another Question?!

Everytime I start a program I get the pop-up, “Windows Installer – installing program.” I try to cancel it, but it just comes back up again. What a time waster! I’ve got RegCure and ran that, to no avail. It happens with every program I start – not just Java, not just Microsoft programs – all of them. How can I get this to stop?
