Windows Licensing – Can anyone tell me

I have come into possesion of a PC which has Windows 2000 embedded on it. I have a copy of Windows 2000 upgrade that I never used and was wondering am I able to upgrade embedded to pro? Is this even a valid upgrade path? If not would it be a violation of licensing to load NT workstation on it then upgrade it to pro? The embedded version of windows is worthless to me and I have this other copy of windows 2k pro that I’m not using. I’d just like to upgrade but not violate any licensing agreements. Any advise?
