windows password does not save

On a Windows 98 SE (fresh install) I saved a blank password (windows password) so that it would not come up again. Each time I log in, Windows asks me for a password again. I have deleted the pwl files and started over but end up with the same results. If anyone has any suggestions I would appreciate it.
