Windows protection mode-error in OS!

A users pc would only come up in safe mode(msg would display that windows was going into protection mode). Any attempt to restart
after being safe mode would give error while
init OS and only put you in safe mode.

In safe mode I saw no errors, could do all functions. What corrupted the OS? Virus/Reg?
