Windows Task Manager

I would appreciate it if someone could assist with this one…

I would like to setup an email notification process that reports on all tasks in the Windows Task Manager that has a status of ‘Not responding’.

What is the best way to detect the ‘event’ when it occurs – is there perhaps a log that can be searched?
