WIndows XP Boot Up Failure on a Gateway laptop

My laptop M675 Gateway doesn?t fully boot up. I get a blue screen that says (not eactly word for word… Stop c000135. Start up failed because winsrv could not be found. Reinstalling the application may resolve the problem.
It will continually try and boot up then flash this screen never fully starting.
