Windows XP firewall peculiar behaviour !!

Hi all,
I would like to share an experience with WINXP SP2’s windows firewall. In thw documents Microsoft says that whenever the windows firewall is disabled then the “boot policy” is not aplicable.But consider this:
1]. After disabling windows firewall, reboot the machine when the OS comes up Quickly open the Security Center YOU CAN STILL SEE THAT THE WINDOWS firewall is ON (even we disabled it).

2] After a FEW SECONDS (15-20 sECS)IT GOES OFF and then remains OFF for we disabled it. FINE but why on reboot it was ON ???
and why this very peculiar behaviour is documented.

If Any techie replies…….
