Windows XP help v1.0 does not display local chm file’s contents

I have tried the standard set of solutions for this issue. when you open word’s help file it gives the error page can not be displayed, at the bottom connection could not be made or dns error. this is on the standard office 2000 chm that is local to the system.

was tried to resolve so far. the files do not have the security tab to enable their use as another ms kb article had listed
