Windows XP won’t boot from CD

My son’s Windows XP machine froze at the welcome screen. He couldn’t find the CD until a week later. Now the machine doesn’t boot at all. We put the CD in, nothing: black screen. There is a tiny bit of disc noise, but not the usual hearty rumble of a disc winding up.
