Windows98SE installation lock

In the process of reinstalling Windows98 SE, I’m having the same problem happen over and over on five different machines.
The installation will lock up directly after the Setup Wizard screen. At this point, one of two things will happen: One, a black box will appear mid-screen and the mouse will freeze. Two, the system will reboot. On one occasion, an error said the hard drive was locked.
Any suggestions?
