Winning Development Projects

I have started a IT consulting firm, E-Growth Inc, back in 2000. After spending couple of years building it, I finally sold it off. Recently, I started another IT Consulting firm with a different perspective, albeit well known, for onshore/offshore development.

I would like to get some small/medium IT projects and get it done in our Chicago office or India office (depending on client preference) and turn it over to the clients. The previous company I had solely concentrated on IT placements, but with NextRow, I am more concentrating on getting the projects done.

I could not find right sales people to get the projects, so I am looking it to try by myself. Any suggestions on how to approach clients to ask for projects? I am sure there will be lot of groundwork I need to do and any suggestions are appreciated.
