WinNT 4.0 netlogon failure with a switch

There used to be a registry change that you could make listed by MS. This change would put a delay in netlogon so that it would wait for the switch to synch up the ports on a new computer before trying to logon to the domain. I can’t seem to find that knowledge base article or the registry change. Anybody know where it might be or how to fix this. The symptom is that you get a netlogon failure (No domain controller could be contacted.. You have been logged on with cached information..” If you just wait a couple of minutes, and then logon, it works fine.
