Wins Database Troubleshooting

Can anyone advise or point me to a good information source for the following
problem:-

I have installed DHCP, DNS and Wins on a PDC but cannot get the wins server to
convert a netbios name to an ip address. Having built an NT4 sp1 workstationwith
only TCP/IP(I have avoided using the lmhosts file to add the PDC address).

The DHCP service works (ie I have an IP address and the ip addresses for wins and
DNS appear – ipconfig /all) but when I enter ping this fails if I
ping 10.1.1.1 (ip address of Server) this works

I must be missing something but what ? Is there a utility that can check that
wins is functioning ?
