Wins not starting

My Wins server won’t start, no matter what. When trying to start it, I receive an error message telling me to either restore the Wins database or delete the wins.mdb file and jet*.log file and restart Wins. Needless to say, I’ve tried this with noluck. Any idea on what has caused this and especially how to fix this problem?
