Wisconsin passes download tax

Wisconsin passed a measure that will tax certain downloaded items from the net. Mainly geared towards music but it also reaches out to software, ringtones, e-books, etc… My first thought when New York did this is won’t that encourage illegal downloads?

I can see three types of reactions to this:
1. Pay for it and dont care
2. Pay for it but grumble about it
3. Download through an alternate method (ie illegally)

What are your thoughts?
