Word 2007 Ctrl Drag doesn’t always work inside a table

Can anyone explain why using Ctrl+Drag in Word 2007 doesn’t always work to copy and paste text inside a table. Sometimes I get the “no” symbol and nothing happens, so I use C & V. In the very next attempt, the drag works fine. The cells are formatted the same, and I can’t figure out any difference.
