Word 2007 Developer ribbon – protect document

This is the first semester the college has used Word 2007. Our instructors have hit a major problem using the Proctect Document function within the Developer ribbon. When they try to enforce the restrictions they set, the “Yes, Start Enforcing Protection” remains greyed out and will not activate. Has anyone run into this problem?
