Work Attitude

My staff are mostly either have really studied to be technical staff or through experience. My problem is their work attitude. Some of them do not have fire to really become a technical staff. Always complaining about skills improvement. Yet when you give them free skills developement throught the internet they are not interested. They wanted those paid and classroom type of training that would allow them to leave the company premises. What do I do ?
