X Windows Keyboard Config

I am running X Windows over F-Secure SSH version 5.1 on an AIX box. When trying to use SDSF, I am unable to get the function keys to work. For example F3 transmits ^[[13~ . How can I configure the X terminal to pass the normal function key commands (i.e. F3 to end) to SDSF?
