x.400 component

I have a HP Brio PC, which is a stand alone with windows 98 as the operating system. The purpose of this system is to use a modem to get connected to remote server. Now what I need is a component called x.400 to be installed in windows messaging.
1.windows messaging does not seam to be a part of the OS
2.how do we get X.400 component installed on my PC along with windows messaging.
