XP in Toshiba laptop

The XP Home is corrupted but Toshiba’s recovery disk does not allow for repair only reformat. Previously I was able to get into safe mode and then stupidly ran debugger. The debugger mode will no longer let me access files in safe mode. How can I get rid of this mindstressing debugger???? I tried loading xp repair from my dell OEM repair but now problem with system32/configsys

If I can get rid of this @&@#^ing bebugger I think I can fix the rest.

I’m just going nuts. Any ideas?? TIA!!
