XP repair for Toshiba P15 S420 laptop

The recovery disk that came with the laptop has no repair. the \windows\system32\config\system file is corrupt or missing. I tried using the xp recovery disk from my dell laptop but this was as far as I can get. I can get to rootdirectory with dell disk but it won’t let me change boot.ini file or in the windows directory i can’t change the BOOTCFG.

Can anyone please advise? It is driving me nuts!!! Thank you!!
