XP to Vista Upgrade Mouse Wheel Scrolling Not Working

We have upgraded from XP Pro to Vista Business on a laptop and have found that the scrolling using the mouse wheel within Office 2003 programs as well as internet and Windows explorer does not work. The wheel works in one direction only when used for zooming (ctl + wheel). Have tried several different Mice and have unloaded and upgraded drivers etc.

Have had no joy from the Microsoft support sites and have seen this issue raised in many forums but no resolution.

Has anyone out there come across this problem and come up with a solution. Not being able to scroll with the mouse wheel is like having a sore thumb. The user is justifiably frustrated.
