128-bit encryption

How do I enable 128-bit encryption on my Windows ME based PC? I have downloaded and installed IE6 and also the high encryption packs, but everytime that I go to the web page that I need to access it says that my browser is out of data and that the system requires 128-bit encryption. Then it references me to the microsoft website to upadate my browser. I really need to get onto this web page, but am running out of ideas. PLEASE HELP!
