2K3svr with W98 no print or share access

2003 Server with Win 98 clients – limited print andr share access. Upgraded NT4 Svr with 2003 Svr, Windows 98SE Clients on network. There are shared printers running off a few clients and the shares on some of the clients are failing inconsistently. One client in particular is troublesome. Have reloaded W98 and given it a fixed IP. Still having problems.
