56k Dial up Modem problem

I have connected a phone line to 56k modem (PCI slot) with win2kPro connected in workgroup, No firewall. When I dial-in that PC remotely I can hear the modem tone, but when it verify username and password it gives me ?error 721: The remote computer did not respond?, what should I have to configure at both ends.
