A little web site

What program would you recommend to use as a way of posting a small joke of a web site using my personnal computer.I have a few requirements:
I want to be able to use my system even though it is hosting the site
i want to be able to password protect the site
Low resource hog
And i would rather not pay for DDns services as this is only to allow file sharing with a few friends outside the state i live in.I have looked into remote transfer programs but since they live in the sticks getting anything better for them but dialup is hard.Also when they want to file transfer i want to be sleeping.Tahnks for any and all suggestions
