Access “Add-in Manager”

My add-in manager isn’t available? When I go to Tools, and try to select Add-in it doesn’t work because it isn’t “bolded”. I can see it, but it’s not available to use??? Any suggestions? I’ve tried the “detect & repair” option but that didn’t doanything?
