Access is Denied

I have xp and am trying to delete the photoshop 7 program from my system. It is not working correctly. I have tried several attempts to delete the program, but keep getting the same message:
Cannot delete setup.exe:Access is denied
Make sure the disk is not full or write-protected and that the file is not currently in use.
Any help would be appreciated! I tried to uncheck the attriburtes and then delete. Same thing keeps on happening.
