Access XP and 2000 runtime compatability

My customer has standardized on Office 2000 and is skipping the XP upgrade. They have an Access application that needs to be distributed to PCs without Office installed. I want to “compile” the application using the Office Developers edition but cannot find a 2000 Developer to purchase although the XP is readily available. My question: can I take the Access 2000 app and seamlessly “compile” it on XP and still be compatable with the PCs running Office 2000?
