accessing email w/o internet access

Ok, this one’s a little strange but my supervisor wants it done so here it goes… My supervisor wants the employees of a group home we run to have access to their email without being able to surf the web. The obviously would have internet access to download their emails, he just doesn’t want them to be able to open up a browser and surf all day. I figured I could just remove every occurance of internet explorer so that they wouldn’t have a browser to open, they would access their email through outlook or express…but what would happen if they recieved an email from, say, staples.com with links to the site? What would happen if they clicked those links? Is there an easy way to do this? Thanks!
