Add a disclaimer to emails in Ex 2000

Has anyone used the Microsoft solution for adding a disclaimer to outgoing email? Can this solution be implemented on one Exchange server? I was going to follow MS Knowledge base article 317327, but it seems this won’t work unless you have multiply exchange servers. I really don’t want to purchase a 3rd party utility to accomplish just this requirement.
