all emails delivered as attachments

Is there a way to configure outlook 2000 to NOT send messages as attachments. For some reason, a message sent from this client arrives iconified as ‘ATT00015.txt; charset=Window…’. Not using word as editor, formatting is plain text. For some reason, ol 2000 is using charset=”Windows-1252″. This may be the problem, but cannot find the us ansi character set.
