Archive won’t work

I have a windows 98 computer with Outlook 2000 and an Exchange e-mail profile loaded on it. For some reason Archive doesn’t work. It goes through the process and it acts like it’s doing it’s job, but when I take a look at the archive.pst it’s always 32k and nothing is on there. I can’t seem to find an answer anywhere.
