Attachments converting to HTML overnight

Exchange server 2000/MS Outlook 2000 client

Whenever anyone receives internal email with an attachment, it is converted to HTML format overnight. Recently, circular logging has been enabled and mail boxes have been re-installed due to a recent server crash.
