Attachments in OE 6.00.2800.1106

Frequently attachments indicated on the E-mail menu in OE 6.00.2800.1106 do not appear when the E-mail is opened; that is, the paperclip button does not appear on the header although the paperclip symbol appears on the listing of E-mail messages in Inbox. What is the problem and what can be done about it?
