Auto Reply Message In EX2k

Does anyone know how to setup an auto reply message at the server level (not at the Outlook client level)? I can set it up at the client level, however, some people at my office are using laptop. When they are off or taking vacation, their laptops are turned off too. In that case, there will be no reply messages to clients because their laptops are not on.
Can you please help?
