autonumber documents

Does anyone know of a software package that will do annotation in a selected set of documents say tiff or pdf files? Right now we currently have to use our copier to copy the documents and use the annotation service that it offers and then scan thedocuments to the network. This uses more paper than scanning and then having some software do it for you. Any ideas????
