Block unsafe attachments in Outlook 2000

Is there a method to prevent users from sending/receiving potentially unsafe attachments such as .exe, .bat, .vbs without applying SR2.

Although SR2 will do this, it also blocks mailing of desktop shortcuts which is a functionality I would like to retain.

All clients are running Office 2000 and the mail server is Exchange 5.0
