Blocking Internet mail to 1 group?

We are running Exchanger server 5.5, with Oulook 2000 clients. I want to block all internet email (inbound and outbound) to one group of users only. Can anyone tell me a quick (?) way to do this? (I have already removed the internet email addressfrom the profiles.)
