BLOCKING MAIL SPOOFING (FAKE MAILS)

I have an exchange server 5.5. Do you known how can I stop someone from using my Exchange server to send fake email messages via the telnet www.mailserver.com 25?

Ok, I can stop the telnet service but they can use other tools say “puty” etc…
