Boggled by Dell’s home page

No matter what I do I can’t seem to get rid of Dell’s homepage on my “bosses” computer. I’m not looking very good here. I followed the Microsoft suggestion to check msconfig, it changed one time and then reverted back to Dell’s home page. Of course Dell is pleading the 5th. The platform is Windows 2000.
