booting lte 5400 hd

Morning!I just want to install a new operating system(win98 or linux) on this compaq laptop.Pre-
viously it had win95 with norton antivirus.First
I tried to install win98 but norton-av wouldn’t let me.It couldn’t be disabled either.I booted in
msdos and deleted every file and folders except
the system files.Now I can’t boot at all from a
boot cd.the system keeps asking me to type the
command interpreter since command.com is corrupt.
I already changed the boot sequence in the bios.
